Kelvin MacDonald MCIH FRTPI FRSA

Kelvin MacDonald is the Director of Spatial Effects Ltd.

He is Senior Visiting Fellow at the Department of Land Economy, Cambridge University, a CABE Enabler and a Registered Infrastructure Planning Commission (IPC) Commissioner.  He is a member of the Board of Trustees of Shelter.

Until the May 2010 election, he was a specialist adviser to the House of Commons' Energy and Climate Change, CLG and Transport Select Committees.

His strategic policy consultancy has worked with, amongst others, the Department for Communities and Local Government, the Local Government Association, Manchester City Council, the Royal Institution, the Royal Town Planning Institute, Shelter, South East Excellence, the States of Jersey and the Town and Country Planning Association. He is on the Editorial Board of Town Planning Review and chairs the organising committee for the Joint Oxford Planning Law Conference. He is an Associate Director of the placeteam.

In 2008 he wrote Planning at the Heart of Local Government, published by DCLG and the LGA and Building Blocks, published by Shelter and has completed a new section on 'HousingUK' for www.communityplanning.net.

He frequently writes and speaks on housing, planning and development and has appeared on the media on these issues, including on Safe as Houses with Marcus Brigstocke and Dispatches with Andrew Gilligan. He wrote a monthly column in Planning newspaper between 1982 and 2007. He has been the Director of Policy and Research at the RTPI and the Director of ROOM. He was Visiting Professor at Westminster University and was a Commissioner on the Westminster Housing Commission. He has been an adviser to the Guangdong Provincial Government in China. He is a Member of the Chartered Institute of Housing and a Fellow of the Royal Town Planning Institute.
